    Q1. How to and where to apply to get the tenement or developed plot of the housing Board?

    Ans: The tenements /houses constructed by J&K Housing Board are sold by giving advertisement in the Newspaper by inviting applications.

    Q2. After the application how the tenements or plots are distributed?

    Ans: After the acceptance of application forms, scrutiny of the forms is done to check the first hand eligibility of the applicant & the allotments are made as per the standard procedure of J&K Housing Board i.e. by draw of lots. In case less number of applicants than the number of assets advertised, the allotment shall be made on first come first serve basis. Commercial Assets are disposed off through bids.

    Q3.Has Authority appointed any agents or brokers to sell its tenements?

    Ans: No. Authority has not appointed any broker or agents to sell the tenements constructed by the J&K Housing Board. The marketing department of the board is capable and well equipped with sufficient staff and machinery.

    Q4. Can I apply at any time to get the flat?

    Ans: No, You cannot. Because to sell the assets available with J&K Housing Board, an advertisement is given in the newspaper which will give all the details (kindly refer to Q1. for details.)

    Q5. What are the income limitations for applying for these flats/plots etc.

    Ans: Income for various sizes / groups like (Economically Weaker Section(EWS), Low Income Group(LIG),Middle Income Group (MIG), Higher Income Group(HIG), are decided at the time of registration/invitation of applications.

    Q6. Do we need to pay any amount and any document for obtaining application form?

    Ans: The applicant is not supposed to submit any document while obtaining application form but he/she will have to pay an amount on account of cost of application form & brochure as would be mentioned in the advertisement and the information booklet.

    Q7. When and what documents are required to be submitted to get the allotment of the flat.

    Ans: Documents prescribed in the brochure are required to be submitted alongwith the application brochure. Domicile Certificate Income Certificate Affidavit for income(self employed who are not paying IT)

    Q8. Who can apply for the J&K Housing Board’s tenements?

    Ans: The applicant who wants to apply for the tenements of the J&K Housing Board should fulfill following criterion: The Scheme is open to all State Subject of J&K State. The applicant must be a domicile of J&K The applicant must have attained the age of 18 Years at the time of registration. An eligible person, his or her spouse, or any of his/her dependent members can submit more than one application under the scheme, but shall be entitled for allotment of one plot only. The applicant, his/her wife/husband or dependent relatives who were earlier allotted House/Flat by the Housing Board and has transferred the same to some other person under the transfer policy of the Board is not entitled to get his name registered for fresh allotment.

      Jammu Municipal Corporation

      Jammu Municipal Corporation, the erstwhile Jammu Municipality was established after the reforms under taken by Lord Rippan in the first quarter of 19th Century. The Provision of elective element in the Municipalities was introduced in the Year 1930. Next step towards the development of Municipality in the state was the passage of J & K Municipal Act 1941. In the 51st year of Republic of India, the State Legislature passed the J & K Municipal Corporation Act 2000, giving it status of Jammu Municipal Corporation. With the upgradation to the Status of Jammu Municipal Corporation. The city has been divided into 75 wards with an approximately area of 240 sq. km.

      Legal Status of Municipalities in Jammu & Kashmir

      • The Municipality of State of Jammu and Kashmir was established after the reforms under taken by Lord Rippan in the first quarter of 19th Century.
      • The development of Modern Municipal Committees of the State was initiated by First Municipal Act of 1886 A.D. followed by amended act of 1889. Under this Act two Municipalities of Jammu and Srinagar were established for the first time.
      • Jammu Municipality was first constituted in Phagun 1942 Bk (March 1886 A.D.). In 1893 A.D a separate department known as Municipal Administration and Jails was setup.
      • The Provision of elective element in the Municipalities was introduced in the Year 1930. This was done with the enactment of Jammu and Kashmir regulation 1913.
      • In the 51st year of Republic of India the State Legislature passed the J & K Municipal Corporation Act 2000 for the capital cities of Jammu and Srinagar which got the Status of Jammu Municipal Corporation vide SRO 46 dated 18/2/2003.
      • Duly elected Jammu Municipal Council was superseded by the Government in 1960, 1975 and lastly 1983.Since Independence the Elections of Jammu Municipality have taken place five times only i.e., 1956, 1972, 1980 ,2005 and 2018.
      Jammu Municipal Corporation

      SMC is the urban local government (municipal corporation) responsible for civic administration and service delivery within the municipal limits of Srinagar city. The official District Srinagar government page lists SMC as the city’s municipal body and provides its official contact and website details.
      SMC’s powers, structure, functions, and governance framework derive from The Jammu & Kashmir Municipal Corporation Act, 2000 (Act No. XXI of 2000), which lays out the constitution of corporations, composition, standing committees, obligatory and discretionary functions, and the role of the Commissioner.
      The official SMC portal states that SMC “envisions transforming Srinagar city into an eco‑friendly, resilient and socio‑economically vibrant city that celebrates its natural and cultural heritage creating harmony and opportunities for all.”

      Functions of Srinagar Municipal Corporation

      • Planning for the town including its surroundings which are covered under its Department's Urban Planning Authority.
      • Approving construction of new buildings and authorising use of land for various purposes.
      • Improvement of the town's economic and Social status.
      • Arrangements of water supply towards commercial, residential and industrial purposes.
      • Planning for fire contingencies through Fire Service Departments.
      • Creation of solid waste management, public health system and sanitary services.
      • Working for the development of ecological aspect like development of Urban Forestry and making guidelines for environmental protection.
      • Working for the development of weaker sections of the society like mentally and physically handicapped, old age and gender biased people.
      • Making efforts for improvement of slums and poverty removal in the town.
      Jammu Municipal Corporation

      The Jammu Development Authority (JDA) is a statutory development authority constituted under Section 3 of the Jammu & Kashmir Development Act, 1970, to plan and regulate the orderly development of the Jammu local area.
      Under the Act, JDA’s objects include preparing the Master Plan and Zonal Development Plans, undertaking development works, and regulating land use and building activity within its jurisdiction.
      The Authority is empowered to grant development permissions, undertake building operations, and enforce land‑use controls consistent with approved plans.
      JDA is part of the Union Territory’s unified Online Building Permission System (OBPS), which streamlines plan approvals and related services.
      It plays a lead role in implementing the Jammu Master Plan‑2032, the statutory blueprint guiding land use, infrastructure, mobility and environmental management across the planning area.
      The Authority also develops and allots housing/commercial projects (e.g., JDA Heights) through government housing mission platforms.
      Its composition and governance are notified by the Housing & Urban Development Department, ensuring inter‑departmental representation for coordinated urban development.

      Functions of Srinagar Municipal Corporation

      • Statutory Mandate & Constitution: Established under the J&K Development Act, 1970, which sets out the declaration of local area, constitution of the Authority, appointment of staff, and the object of the Authority.
      • Planning Functions: Preparation of the Master Plan (civic survey, land‑use policy) and Zonal Development Plans, submission for government approval, and procedures for modification.
      • Development Control & Permissions: Declaration of development areas, permission for development, regulation of user of land and buildings, and power to undertake building operations under the Act; operationalized online via OBPS.
      • Land Acquisition & Disposal (including Nazul Lands): Statutory powers for compulsory acquisition and disposal of land, with specific provisions on Nazul lands and reservation for EWS/LIG housing in schemes.
      • Finance & Accountability: Dedicated Authority Fund, budgeting, accounts and audit provisions laid down in statute.
      • Master Plan 2032 Implementation: JDA is the competent agency for enforcing the Jammu Master Plan‑2032, with UT‑level circulars linking building permissions and utility connections to plan compliance.
      • Governance & Composition: Government notifications re‑constitute the JDA Board/Authority (e.g., Administrative Secretaries, Divisional Commissioner, JMC Commissioner, DC Jammu, VC JDA, Chief Engineer, Chief Town Planner) with defined terms.

      Jammu Municipal Corporation

      The Srinagar Development Authority was constituted under section 3 of Jammu and Kashmir Development Act, 1970, (enforced w.e.f. 31st October 1970 by Notification S.R.O 518 dated 31-10-1970), the Local Area delineated vide SRO 43 dated 2nd February 1971 for the purpose of this Act formed the area of jurisdiction of the Authority. First Master Plan of the said Local area was approved by Government and notified vide SRO 754 dated 22nd November 1976. The second Master Plan (2000 – 2021) was approved by Government vide Cabinet Decision No. 11/1 dated 16-01-2003 and notified vide SRO-28 dated 30th January 2003. The Master Plan 2035 is a third statutory document, wherein Srinagar Metropolitan planning limits have been increased from 416 sq kms too 766 sq kms. The Master Plan 2035 was approved by State Administrative Council(SAC) and subsequently notified Vide SRO 160 dated 07.03.2019.

      Functions of Srinagar Municipal Corporation

      • Statutory constitution & mandate: SDA is a statutory development authority constituted under Section 3 of the Jammu & Kashmir Development Act, 1970; the Act provides the legal basis for declaring local areas, constituting Development Authorities, appointing staff, and setting the object of the Authority (to promote and secure planned development of the local area according to plan).
      • Planning functions: Master Plan & Zonal Development Plans: Under the 1970 Act, SDA is responsible for the civic survey and preparation of the Master Plan, framing Zonal Development Plans, submitting plans for government approval, and following prescribed procedures for modifications.
      • Current statutory plan—Srinagar Master Plan 2035: The Srinagar Metropolitan Region Master Plan‑2035 is the operative, notified plan (approved by the State Administrative Council and notified via SRO‑160 dated 07‑03‑2019). It expands the metropolitan planning limits to ~766 sq. km and provides the policy/land‑use framework guiding SDA’s development control and implementation.
      Jammu Municipal Corporation

      Jammu & Kashmir together adorn the map of India like a beautiful crown marking a unique presence and significance. Jammu being well known for its picturesque landscape & mountains, while Kashmir most popularly known as a ‘Paradise on Earth’ with its panoramic setting, induces a desire to own a home and indulge all senses into the depth of this magnificence. Believing in the simplicity that “There is nothing better than a warm loving home”. J&K Housing Board ensures to provide housing for all and to build houses of international standard that augments the beauty of the State.
      J&K Housing Board was established in March, 1976 by virtue of Jammu & Kashmir Housing Board Act, 1976 with a view to provide ‘Affordable Shelter for All’ and to make such Schemes and to carry out works as are necessary for the purpose of satisfying the Housing needs and providing residential and office accommodation in the State.

      The primary objective of the Housing Board is:

      • Development of Housing Colonies in Urban as well as in rural areas of the State.
      • Construction of Flats under Self Financing Schemes.
      • Construction of Office/Commercial Complexes.
      • Execution of works pertaining to Housing facilities for the Government Employees.
      • Execution of Deposit works for various other Government departments.
      • Any other project/execution work assigned by government.
      Jammu Municipal Corporation

      In the year 1886 two Municipalities were established one for Jammu and another for Kashmir under the Jammu & Kashmir Municipal Act No.16 of 1886. The record reveals that prior to April-1982 there was only single Directorate of Local Bodies for whole the erstwhile State of Jammu and Kashmir. In order to deliver better facilities in both regions and for the convenience of general public the Govt. of Jammu and Kashmir has bifurcated the Local Bodies Department into 02 administrative control in April-1982 headed by Director, Urban Local Bodies, Jammu for Jammu region and Director, Urban Local Bodies, Kashmir for Kashmir region. Since, the establishment of independent Directorate of Urban Local Bodies, Jammu we have 09 Municipal Councils each at district headquarter viz. Poonch, Udhampur, Samba, Reasi, Doda, Kishtwar, Rajouri, Ramban and Kathua and 27 Municipal Committees (Arnia, Bishnah, R.S.Pura, Ghou-manhasan, Akhnoor, Jourian, Khour, Sunderbani, Nowshera, Kalakote, Bishnah, Surankote, Bari Brahmana, Vijaypur, Ramgarh, Hiranagar, Parole, Lakhanpur, Basohli, Billawar, Bhaderwah, Thathri, Banihal, Batote, Chenani, Ramnagar and Katra) functioning under the administrative control of Director, Urban Local Bodies, Jammu. Since the initial stage of implementation of Local Self Government in J&K the Local Body Institutions were called as Notified Area Councils/ Committees, but latterly the Government declared all towns as Municipal Councils / Municipal Committees as per strength of population.
      The Govt. of Jammu and Kashmir has taken cohesive steps to strengthen the motive of Local Self Government at grass root level. A Local Self-government is the management and governance of local affairs by a local body or authority. These local bodies may be Municipal Corporations/ Councils/ Committees or Panchayats, as on date every Local Body Institution J&K is having an elected representative of each ward and having Presidents, Vice Presidents and also having House of elected Ward Members for making policies/ strategies/ developmental Plans. The government has notified latest Act with the title of Municipal Act 2000 to run/ manage the business activities of Local Body Institutions in all ULBs. In the said Act there is a prescribed procedure to manage the business activities of all ULBs in J&K. In order to meet up the requirement of human resources and strengthen the ULBs in all sectors the Government also publicized Jammu and Kashmir Recruitment Rules under SRO 417 dated 18/12/2008.
      The Government also kept provision for developmental works for all ULBs under Capex Plans every year for meet up the basic requirements of the inhabitants of towns. Due to migration of people from Rural to Urban the basic needs of the people have been increased manifold and Urban Local Body Institutions have the mandate to provide all the facilities, so the Municipal Councils/ Committees providing all civic amenities to the inhabitants of towns like Birth & Death certificates, Building Permissions, Sanitation, De-silting of drains, Street Lightening, High Mast Lights, const. of Lanes, Drains, Big Nallahs, Iron Gratings over drains, Reg. of House Numbering, Bus Stands, Shopping Complexes, Play Grounds, Cremation Grounds, Graveyard, Material Recovery Facilities for Solid Waste Management, Public Toilets/ Community Toilets, Integrated Household Latrines (IHHL), Shelters for Houseless people, Houses for all under PMAY, Development of Water Bodies, Water connections to every household under AMRUT2.0, Trade License, Reg. of Street Vendors, Mobile Tower permission etc. and many more other schemes / programs. The development plans have been implemented/ executed by the executing agencies i.e. concerned PWD(R&B) Divisions in all ULBs. Being a controlling officer the Directorate of Urban Local Bodies Jammu monitoring the progress and releases funds to subordinate offices for development activities.

      Fucntions of Local Body Institution are

      • ULB’s set up to provide urban services efficiently, effectively and equitably to all citizens.
      • Urban Local governments also plan for economic and social development of all citizens.
      • They regulate the use of land and the construction of buildings as per norms.
      • They regulate the supply of water for domestic, industrial and commercial purposes.
      • They maintain public health, sanitation conservation and Solid Waste Management.
      • They administer various Laws and Regulations.
      • They implement Central Government Plans at the grassroots level.
      • They are doing the job of reducing poverty.
      Jammu Municipal Corporation

      Urban Local Bodies, Kashmir functions under the Housing & Urban Development Department (H&UDD), Government of J&K, to administer and support municipal institutions (Municipal Councils/Committees) in the Kashmir division.
      As described on district and departmental portals, ULB Kashmir covers 40 Municipal Committees situated across districts and sub‑district headquarters of Kashmir province (distinct from the two Municipal Corporations of Srinagar and Jammu).
      The Directorate’s remit includes municipal governance and service delivery for these ULBs within the legal framework of the J&K Municipal Act, 2000, which sets out the classification, constitution, powers, and functions of municipalities in the Union Territory.
      ULB Kashmir operates in alignment with H&UDD’s e‑governance stack—covering online building permissions and other municipal services—implemented UT‑wide for municipal bodies.

      Salient Features of ULB Kashmir

      • Legal foundation: J&K Municipal Act, 2000: Municipal Councils/Committees under ULB Kashmir derive their powers and functions from the J&K Municipal Act, 2000 (Act No. XX of 2000), which defines the classification of municipalities, composition, standing committees, municipal funds, and statutory functions (e.g., sanitation, public health, building regulation, amenities).

With a dedicated mandate, the J&K LCMA undertakes various initiatives, including water quality monitoring, pollution control, regulating construction activities, and promoting sustainable practices. Its efforts aim to preserve the ecological integrity of these lakes while ensuring they continue to provide socio-economic benefits for local communities and remain a vital tourist attraction. Through research, education, and collaboration, the J&K LCMA strives to ensure the lasting health and beauty of these precious water resources for generations to come.

      • Single‑point authority for lake conservation & management: Serve as the nodal agency (constituted under the J&K Development Act, 1970) for managing and conserving Dal & Nigeen and other notified water bodies within its jurisdiction.

      The Real Estate (Regulation and Development) Act, 2016 is an Act of the Parliament of India which seeks to protect home-buyers as well as help boost investments in the real estate industry. The Act came into force in Jammu and Kashmir from 16th December 2018 by virtue of SRO-123 Dated-22-02-2019.
      J&K RERA is the statutory regulator for the Union Territory’s real‑estate sector, established to implement the Real Estate (Regulation and Development) Act, 2016 (RERA) in Jammu & Kashmir. The Act was made applicable in J&K w.e.f. December 16, 2018 (by SRO‑123 dated 22‑02‑2019), and the Authority’s objectives and citizen‑facing functions are published on the official J&K RERA portal.
      The Government formally established J&K RERA under Sections 20–21 of the RERA Act vide S.O. 575 dated 16‑12‑2024, appointing a Chairperson and Member for the Authority to exercise the powers and perform the functions assigned under the Act.
      To operationalize the central Act locally, the UT notified the J&K Real Estate (Regulation and Development) Rules, 2020, providing the procedural framework for registration, disclosures, enforcement and the Authority’s functioning.

      • What Gets Funded: Central assistance targets five pillars—Solid Waste Management (MRFs, composting/biomethanation, RDF/WtE, sanitary landfills, dumpsite remediation), Sustainable Sanitation (IHHL, CT/PT, urinals), Used Water Management for towns <1 lakh (STPs/STP‑cum‑FSTPs, interception & diversion, desludging equipment), IEC/Behaviour Change, and Capacity Building—with outcome‑linked instalments.

      The Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) scheme was launched on 01 October, 2021 for the period of 05 years i.e. from the financial year 2021-22 to the financial year 2025-26. AMRUT 2.0 is designed to provide universal coverage of water supply through functional taps to all households in all the statutory towns in the country and coverage of sewerage/septage management in 500 cities covered in the first phase of the AMRUT scheme.

      Components of AMRUT 2.0

      • Projects: ULBs will submit detailed City Water Balance Plans(CWBPs) and City Water Action Plans (CWAPs) through online portal covering proposed projects in the thrust areas. The projects will be prioritized based on following outcomes with the focus on improving sustainability and efficiency in water sector: i. Universal coverage of water supply; ii. Sewerage, septage management and recycle/ reuse of treated used water; and iii. Rejuvenation of water bodies (including urban wetland) and creation of green spaces. Detailed information on project formulation and funding is in Article 4, 6 and 7
      • Administrative & Other Expenses (A&OE): A&OE will be fully funded by the Centre and shall be utilized to cover the cost of preparing CWBPs, Program Management Units (PMUs), Detailed Project Reports (DPRs), Project Implementation Units (PIUs), Project Development and Management Consultants (PDMCs), development of Aquifer Management Plans and Independent Review and Monitoring Agencies (IRMAs). It will also be used for capacity building. Detailed information on A&OE funds is in Article 7.4
      • Reforms: Mission has a reform agenda on ease of living of citizens through reduction of nonrevenue water, recycle of treated used water, rejuvenation of water bodies, augmenting double entry accounting system, urban planning, strengthening urban finance etc. Successful implementation of reforms will be incentivised. Reforms are described in Article 7.5 and Article 8.
      • Technology Sub-Mission: Technology Sub-Mission will encourage start-up ideas and private entrepreneurship, and commissioning them into the pilot projects after screening of expert committee. Sub-Mission will also encourage innovative light house projects which will be partly funded. This component is detailed further in Article 10.
      • Information, Education and Communication: Information Education and Communication (IEC) including Behavior Change Communication under AMRUT 2.0 is envisaged as a key strategy for spreading awareness on conservation of water and enhancing water use efficiency among the masses. This component is detailed further in Article 14
      • Pey Jal Survekshan: Pey Jal Survekshan is proposed in cities as a challenge process to assess the compliance of service level benchmarks with respect to quality, quantity, and coverage of water supply, sewerage & septage management, extent of reuse & recycle of used water, and conservation of water bodies in the city. Pey Jal Survekshan will instill healthy competition among cities and act as a monitoring tool and Mission accelerator. This component is detailed further in Article 9.

      PM GatiShakti National Master Plan (PMGS-NMP) was launched on 13th October 2021 for providing multimodal connectivity infrastructure to various economic zones. Cabinet Committee on Economic Affairs (CCEA) accorded approval for the implementation of PM GatiShakti National Master Plan on 21st October 2021. PM GatiShakti is a transformative approach for economic growth and sustainable development. The approach is driven by 7 engines, namely: Railways Roads Ports Waterways Airports Mass Transport Logistics Infrastructure
      All 7 engines will pull forward the economy in unison. These engines are supported by the complementary roles of Energy Transmission, IT Communication, Bulk Water & Sewerage, and Social Infrastructure. The approach is powered by Clean Energy and Sabka Prayas – the efforts of the Central Government, the state governments, and the private sector together – leading to huge job and entrepreneurial opportunities for all, especially the youth.
      The scope of PM GatiShakti National Master Plan will encompass the 7 engines for economic transformation, seamless multimodal connectivity and logistics efficiency. It will also include the infrastructure developed by the State Governments, as per the GatiShakti Master Plan. The focus will be on planning, financing including through innovative ways, use of technology and speedier implementation.
      The projects pertaining to these 7 engines in the “National Infrastructure Pipeline” will be aligned with PM GatiShakti framework. The touchstone of the Master Plan will be world-class modern infrastructure and logistics synergy among different modes of movement – both of people and goods – and location of projects. This will help raise productivity and accelerate economic growth and development.
      The plan has been developed as a Digital Master Planning tool by BISAG-N (Bhaskaracharya National Institute for Space Applications and Geoinformatics) and has been prepared in dynamic Geographic Information System (GIS) platform wherein data on specific action plan of all the Ministries/Departments have been incorporated within a comprehensive database. Dynamic mapping of all infrastructure projects with real- time updation will be provided by way of a map developed by BISAG-N. The map will be built on open-source technologies and hosted securely on MEGHRAJ i.e. cloud of Govt. of India. It will use satellite imagery available from ISRO and base maps from Survey of India. The comprehensive database of the ongoing & future projects of various Ministries has been integrated with 200+ GIS layers thereby facilitating planning, designing and execution of the infrastructure projects with a common vision.
      The digital system is a software where individual Ministries will be given separate user identification (login ids) to update their data on a periodic basis. The data of all the individual Ministries will be integrated in one platform which will be available for planning, review and monitoring. The Logistics Division, Ministry of Commerce & Industry (MOCI) will further assist all the stakeholders through BISAG-N for creating and updating their required layers in the system and update their database through Application Programming Interface (APIs).

      Objectives of PM GatiShakti

      • PM GatiShakti aims to create Next Generation Infrastructure by learning from the past. PM GatiShakti National Master Plan is as an integrated plan which will address the missing gaps to ensure seamless movement of people, goods & services. It aims to enhance ease of living, ease of doing business, minimize disruptions and expedite completion of works with cost efficiencies.
      • PM GatiShakti will help in achieving the objective of an ‘Aatmanirbhar Bharat’ by providing visibility to various stakeholders. Instead of planning & designing separately in silos, the projects will be designed and executed with a common vision. It will incorporate the infrastructure schemes of various Ministries and State Governments like Bharatmala, Sagarmala, inland waterways, dry/land ports, UDAN. Economic Zones like textile clusters, pharmaceutical clusters, defence corridors, electronic parks, industrial corridors, fishing clusters, agri zones etc. will be covered to improve connectivity & make Indian businesses more competitive. This will boost economic growth, attract foreign investments and enhance the country’s global competitiveness.

The project is divided into area-based development and Pan City Solutions and focuses on improving specific areas and overall city initiatives. Managed by Srinagar Smart City Limited (SSTL), completed projects like pathways along Jhelum Bund and the mySrinagar Smart City App show a commitment to improving life. With features like bill payments and quick issue resolution, the app makes city life easier. Srinagar Smart City is a great example of smart urban development, making the city more beautiful and convenient for everyone.
      • Jammu Smart City: Jammu Smart City Limited aims to transform the city into a city people take pride in calling their own, a city people own and take responsibility of, a city that is the epitome of good, sustainable, and healthy living, and a city where happiness quotient is high.

      Street vendors are an integral part of the urban informal economy, playing a key role in providing goods and services at affordable prices right at the doorsteps of city residents. As per Section 2(1)(l) of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, a ‘Street Vendor’ means a person engaged in vending of articles, goods, wares, food items or merchandise of everyday use or offering services to the general public, in a street, lane, side walk, footpath, pavement, public park or any other public place or private area, from a temporary built-up structure or by moving from place to place and includes hawker, peddler, squatter, and all other synonyms terms which may be local or region specific. To safeguard their livelihood and ensure access to social security, the Government of India, enacted the Street Vendors Act, 2014. The COVID-19 pandemic and consequent lockdowns adversely impacted the livelihoods of street vendors. Given their limited capital, many vendors had exhausted their savings during the lockdown, creating an urgent need for financial assistance to help them restart their businesses. In response, the Government of India introduced the Pradhan Mantri Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi) Scheme in June 2020—the first micro-credit program designed specifically for urban street vendors. The scheme was originally launched for a period up to March 31,2022 and then the scheme was further extended with the approval of Cabinet Committee on Economic Affairs for a lending period of loans till December 31,2024. This Central Sector Scheme, has successfully empowered lakhs of street vendors by providing loans and promoting digital adoption through incentives for digital payments.

      In pursuance of Government’s vision of facilitating Housing for All, Ministry of Housing and Urban Affairs (MoHUA), Government of India is implementing Pradhan Mantri Awas Yojana- Urban (PMAY-U) – ‘Housing for All’ Mission since 25.06.2015. The original mission period was up to 31.03.2022 which has been extended till 31.12.2025 for completion of houses sanctioned up to 31.03.2022, without changing funding pattern and implementation methodology of the scheme. The validity of CLSS vertical was up to 31.03.2022. Under the Mission, Ministry has been providing Central assistance to States/ UTs for addressing the housing requirement of the slum dwellers and other people belonging to Economically Weaker Sections (EWS), Low Income Group (LIG) and Middle Income Group (MIG) categories in the urban areas through following four verticals:

      • Beneficiary-led Individual House Construction or Enhancement (BLC): Under this vertical, Central Assistance of ₹1.5 lakh is provided to individual eligible families belonging to EWS categories.
      • Administrative & Other Expenses (A&OE): A&OE will be fully funded by the Centre and shall be utilized to cover the cost of preparing CWBPs, Program Management Units (PMUs), Detailed Project Reports (DPRs), Project Implementation Units (PIUs), Project Development and Management Consultants (PDMCs), development of Aquifer Management Plans and Independent Review and Monitoring Agencies (IRMAs). It will also be used for capacity building. Detailed information on A&OE funds is in Article 7.4
      • Affordable Housing in Partnership with public or private sector (AHP): Central Assistance of ₹1.5 lakh per EWS house is provided by Government of India in projects where at least 35% of the houses in the projects are for EWS category and a single project has at least 250 houses.
      • “In-situ” Slum Redevelopment (ISSR): Slum redevelopment grant of ₹1 lakh per house is admissible for all houses built for eligible slum dwellers under the vertical of In-situ Slum Redevelopment using land as Resource with participation of private developer.
      • Credit Linked Subsidy Scheme (CLSS): An interest subsidy of 6.5%, 4% and 3% on loan amount upto ₹6 lakh, ₹9 lakh and ₹12 lakh were admissible for the eligible beneficiaries belonging to Economically Weaker section (EWS)/Low Income Group (LIG), Middle Income Group (MIG)-I and Middle Income Group (MIG)-II respectively seeking housing loans from Banks, Housing Finance Companies and other such institutions. (CLSS for MIG was from 01.01.2017 to 31.03.2021)

      Ministry of Environment, Forest and Climate Change (MoEFCC) launched National Clean Air Programme (NCAP) in January, 2019 with an aim to improve air quality in 131 cities (non-attainment cities and Million Plus Cities) in 24 States/UTs by engaging all stakeholders. The programme envisages to achieve reductions up to 40% or achievement of National Ambient Air Quality Standards for Particulate Matter10 (PM 10) concentrations by 2025-26. 82 cities under NCAP have been provided annual target of 3-15% reduction of PM10 levels to achieve overall reduction of air quality up to 40% PM10 levels, and 49 cities under XVth Finance Commission air quality grant, have been given an annual target of 15% reduction in annual average Particulate Matter10 (PM10) concentrations and improvement of good air quality days (Air Quality Index less than 200).Details of achievement by annual target by cities for FY 2021-22 are provided at Annexure-I for 82 cities and Annexure-II for 49 cities, respectively.

      To reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage-employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor. The mission would aim at providing shelter equipped with essential services to the urban homeless in a phased Manner. In addition, the Mission would also address livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security and skills to the urban street vendors for accessing emerging market opportunities. The target of NULM is urban poor, with special focus on the urban homeless, street vendors, disadvantage groups like SCs, women, minorities and disabled. NULM will also focus on the financial inclusion of the urban poor through opening of basic savings accounts, facilitating financial literacy, access to credit and insurance, and improved remittance facilities. The main objectives of the NULM are as under

      • Employment through Skills Training and Placement (EST&P): EST&P intends to provide sill training to the urban poor as per the skill demand from the marked, so that they can set up self-employment ventures or secure salaried employment. No minimum or maximum educational qualification is prescribed for the selection of beneficiaries. Given the diversity of local contexts, each state/city will decide the skills important for their local economies and select skill training agencies through a transparent selection process. It will involve reputed institutes, including ITIs, polytechnics, NITs, industry associations, engineering colleges, management institutes, skill training centers, foundations, NSDC and other reputed entities in government, private and civil society sectors. NULM would aim at universal coverage of the Urban Poor the skill development and credit facilities. It will strive for skill training of the Urban Poor for the market based jobs and self employment, facilitating easy excess to credit
      • Self Employment Programme (SEP): This component will focus on financial assistance to individuals/group of urban poor for setting up gainful self-employment ventures/micro-enterprises, suited to their skills, training, aptitude and local conditions. No minimum or maximum educational qualification is prescribed for the selection of beneficiaries. The project cost ceiling will be Rs. 2.00 lakh for individual enterprises and Rs. 10.00 lakh for group enterprises. Interest subsidy over and above 7 per cent rate of interest will be available on a bank loan for setting up of an individual or group enterprise. Technology, marketing, consultancy and other support may also be provided to beneficiaries in setting up micro-enterprises.
      • Schemes of Shelters for Urban Homeless. : The main objective of this component is to provide shelters equipped with basic amenities to the urban homeless. The shelters should be permanent all-weather 24x7 shelters. Depending upon local conditions, each shelter could cater to between 50 and 100 persons.
